What is the
Housing Rehabilitation Program?
¨ A
network of locally operated programs, funded by the
Department of Housing
and Urban Development administered through the Illinois Housing
Development Authority and the Illinois Department of Commerce
and Economic Opportunity
|
¨ Designed
to aid the low-income, with priority given to the elderly and
handicapped, in making the home more safe, efficient, and
affordable by bringing them up to minimum HUD Section 8 Housing
Quality Standards and local building codes.
¨ The
program provides for such things as roofing, electrical, siding,
foundations, insulation, furnaces, plumbing, flooring, interior and
exterior repairs, windows and doors.
¨ The
amount of work done to a home varies according to the need and is
limited by government regulations.
¨ This
program is for owner occupied houses, and permanently situated
mobile homes, whose residents meet the income guidelines. Maximum allowable
annual income for a household varies from year to year; however,
many persons on fixed incomes such as Social
Security or public assistance may receive assistance.
Eligibility
Requirements:

Income
eligibility is based on annual income from all sources and must
be less than or equal to 80% of the area median income. For some
programs, the income limit is 50% of area median income.

Must live in Jackson, Monroe, Perry
or Randolph County and for some programs there are other residency
requirements.
Application
Requirements:
-
Written documentation of your
household’s income for one (1) year.

Legal documentation of home
ownership (copy of deed, property tax receipt or mobile home title,
etc.)

Certain other requirements may be
necessary. The Agency will assist you in obtaining this information
if necessary.
Application
Process:
-
Household applies to the local
office to determine if they are eligible.

If the
applicant is eligible for the program, the home is inspected to
determine what work is needed.

A bid
document is prepared, sent out, returned and the homeowner
assists in award of the bid.

A construction contract is signed.
Materials are ordered, work is scheduled, and the applicant is
notified of the date when the work will begin.

The work is
performed by experienced general contractors and subcontractors
who will apply the appropriate materials to the home.

The home is
inspected to make sure the work that has been done meets Federal
and State standards.
